President Alvi approves mini-budget: The Finance (Supplementary) Bill 2023, often referred to as the mini-budget, was approved by President Dr. Arif Alvi on Thursday.

The permission was granted in accordance with Article 75 of the Constitution, which mandates that the president must offer his or her assent to a measure within 10 days of receiving it for assent.

With certain modifications, the National Assembly had already approved the Rs170 billion mini-budget, bringing Pakistan closer to the staff-level agreement with the International Monetary Fund (IMF) but at the expense of further entrenching the poor.

The budget was passed by the lower house of parliament with a majority vote in the absence of any real opposition. With a yearly impact of around Rs550 billion, the approval has put into action new taxing measures of Rs170 billion.

When the bill was approved by the National Assembly, the president had not yet given his approval, but the majority of the taxation provisions had already been put into place.

Finance Minister Ishaq Dar acknowledged in his closing remarks that “inflation was unbearable for the people,” but he placed the responsibility on the previous administration of former prime minister Imran Khan.

Ultimately, Dar had acknowledged that the news reports regarding the $675 billion to $700 billion in taxes were accurate. The IMF had urged that the government take these actions, but the government refused.

Dar had briefed the media and stated, “Following the budget’s approval, we are quite close to the staff-level agreement.” Almost all of the significant concerns with the IMF had been resolved, he had noted.
